MINUTES OF THE BOARD OF DIRECTORS MEETING OF WHITTIER OAKS HOMEOWNER’S ASSOCIATION HELD ON MONDAY, MARCH 23, 2009 AT THE NEW CITY HALL AT 7:00 P.M.
The minutes of the meeting of Whittier Oaks
Homeowner’s Association held on Monday, March 23, 2009 at the New City Hall at
7:00 P. M.
Prior to beginning the meeting, Cpl. Khaleel of the
Broward Sheriff’s Office gave a presentation on the message of the month and
asked if there were any concerns from the residents. He stated that the Whittier Oaks Community
has been quiet. A resident asked him
about the speeding in the neighborhoods.
Cpl. Khaleel stated to try to contact the City for speed limit
signs. Most residential areas are 25 MPH
and the officers cannot stop the speeders for one to five miles over the
limit. Therefore they do not get tickets
until they are over 30 miles per hour.
The Board stated that there was one sign posted near the entrance at 15
MPH and there are two other ones in the community. It was stated that the legal limit is 25 MPH.
In reference to pets, someone asked if the pet was
not on a leash is there any legal action that can be taken. Parkland has two ordinances one is pets must
be on a leash if not within their property.
The Police can be called but they must see the violation. If they are called out more than two times a
citation can be issued. Another ordinance
is the animal noise statute meaning if an animal continues to bark the owner
can get a citation. The Police phone to

Carol stated that at the last meeting the illegal
parking on Hillsboro and Terra Mar Park was discussed and that she has seen no
difference since the last meeting. It
was stated that BSO would look into this situation and she feels that the
community would like to see more involvement with correcting this problem.
Cpl. Khaleel stated that the message from the Chief
is to be aware of the teenage abuse with prescription pills such as pain
medication, kids get access to these pills or their parents prescription. He advised that parents should be aware of
their prescriptions. He also stated that
scams are still a growing problem such as the couple with the ring that was
stolen. He said to be aware of people
coming to your door and to your surroundings.

Cpl. Khaleel was thanked for the information and his
help with the matters in question.
Rodger Carver called the meeting to order at 7:25 P.
M.
Those present were Dominick Peri, President, Carol
St. Aubin, Vice President, Ron Kent, Kevin Burger and Mark Harris, Directors
and Patricia Levis, Secretary. Melissa
Heller was absent with prior notice.
Also present from Residential Management were Rodger Carver and Anne
Reyes.
MINUTES
Mark Harris moved to waive the reading of the
minutes from the February 23. 2009 Board of Directors meeting and to approve as
presented; seconded by Carol St. Aubin.
All in favor. Motion carried.
FINANCIALS
Rodger Carver stated that as of March 23, 2009 the 1st
United Bank Operating Account had a balance of $25,299.32, the 1st
United Bank Reserve had $52,417.73, and due from the operating account was
$16,000.00. Therefore as of March 23,
2009 there was an Unaudited total of $93,717.05.
Rodger Carver also stated that there was $65,268.75
in delinquent accounts. He also stated
that a large amount of the delinquency is due from foreclosed homes. Some are being sold and banks are selling and
offering homes at a low amount.
A discussion about a foreclosed home ensued and if
the money was paid to the Association as this house is now being rented.
Carol St. Aubin stated that any foreclosure has a
lien on them from the Association.
Also discussed were various situations and how they
are being handled such as some people living in homes without payments, some
are vacant or some were rented until final foreclosures are done.
Rodger Carver stated that collections are being
handled and payment schedules are being offered.
PROPERTY REPORT
Rodger Carver reviewed the old list of projects from
last month. He stated that the lights
that were out were fixed. Some proposals
have been received for clean up and repairs around the Islands. Rodger Carver will check on this work on
Tuesday.

The new printer has been installed in the Guardhouse
and parking passes are now being issued. Also discussed were the problems with
the installation of the printer, which has been cleared up.
Pressure cleaning of the community would be
discussed again at the next meeting.
Rodger Carver met with Carol St. Aubin and discussed
some landscaping issues but agreed to wait until the new company starts and
then they will discuss the mulch bids and sod bids.
A resident asked what saving was there by changing
landscapers.
Dominick Peri stated that the new company is $500.00
a month less and the bid included wet checks, which will save an additional
$2,000.00
The resident also question the changing of
management companies by the Board.
Rodger Carver suggested that this should be answered at the Good and
Welfare Session after the meeting.
Rodger Carver also explained if a resident wants something discussed
during the meeting a request can be made in writing in order to put it on the
Agenda.
Rodger Carver stated that there is no law to have
the Good and Welfare Session and it can be done at the beginning of a meeting
or wherever the Board would like to have it.
The resident asked who the landscaper would be. Another resident asked if they would be able
to speak to the landscapers to advise them what to do on their property and how
to cut the bushes. Rodger Carver stated
that the landscapers could be invited to a meeting and he also discussed the
options of landscaping and how to handle some of the issues between the
residents and the company.
Once again a resident began to ask questions and
make some accusations to the Board. At
this time due to the tone of the discussion, Carol St. Aubin moved to adjourn
the meeting; seconded by Patricia Levis.
All in favor. Motion Carried.
The meeting was adjourned at 8:10 P. M.
